Hi S G PF contributions for both employee & employer shall be restricted to the ceiling limit. Ceiling limit for PF wages is 6500/- 12% on 6500/- is Rs. 780/-

The act defines the ceiling of Rs. 6,500/- with respect to coverage and not the contribution. If you calculate 12% of Rs. 6,500/-, it comes to Rs. 780/-.
Secondly, your understanding that Rs. 780/- is the ceiling and is inclusive of administrative charges is incorrect. Administrative charges are over and above Rs. 780/-.
