I think communication can be improved by practice and help from your seniors. The materials will be beneficial, but you need to practice what will be given in that as well. I am also looking forward to some materials but only to refresh some of the things. Do get back to me on how you are improving your communication.

My problem goes this way. I keep sending emails to senior-level people, and I need to think a lot before proceeding further. Is it only through experience that I have to gain or are there other ways I can do it?

Yes, according to me, experience is the best way to learn more. In my case, it was the same. I had started working around 2 years ago as an HR Executive, and I didn't have anyone in my team to guide me as everyone works in the head office. As you have mentioned, even I used to think a lot and do things which I still continue to do today, especially when I need to send emails to my seniors.
So, keep doing it and try to take guidance from people who are close to you in your team; that might also help you a lot.
