I completed an MBA in HRM through distance learning from the National Institute of Management in Mumbai. I now need to get the certificate attested for a Qatar visa. I am concerned that the certificate may be rejected by the Qatar embassy in India due to some blacklisting issues with NIM. Kindly provide your suggestions on this matter.

Degree Attestation in the EMEA Region
I have stayed in the EMEA region. Degree attestation is a very important part of your residence permit, known as "iqama," there. You have to get the original attested by the institute/university/directorate of education/ministry of external affairs/ministry of cultural affairs. If the MBA degree can't be verified, get your bachelor's degree verified. If you are not able to complete the above, your visa category may be lower, meaning you can go and work there on a labor or technician visa. You may not be allowed to come home often and can't take your family, etc.

Steps for Document Attestation
1. Get a notary stamp and attestation from the local court or lawyer (Local Charges).
2. Obtain a verification stamp from the University (Local Charges).
3. Acquire an Attestation Stamp from the Ministry of Foreign Affairs (Mumbai/Delhi or nearest Metro) (Free).
4. Get Attestation from the HRD Ministry (Delhi) (INR 900 – 1200).
5. Obtain Attestation from the Embassy of the country you are traveling to (INR 900 – 1200).

Your suggestion is also right; I shared my experience of getting the certificates attested. I got my sisters' and friends' certificates attested as instructed this way. I did not wish to go through agents, as I heard horror stories of lost documents and blackmail to get more money out of the complicated process.

Hi Pon, this attestation, PCC, and the minimum requirement of a degree graduate are recent rulings in Gulf countries. I also encountered attestation requirements and PCC in August 2009. I went through a difficult time arranging these processes and lost a good opportunity from an employer in the Gulf. This new ruling applies to those who are recently entering into Gulf employment contracts and does not affect those who are already there.
