Minimum Wages Act Notification Request
Please help me out in getting the Minimum Wages Act notification. It must be the revised version from February 2012, or else the old one from June 2011 (DA revision, the recent one).
Understanding Wage Components
I need to understand the bifurcation of BASIC + DA + HRA (5% on gross or on a basis, please confirm that).
Clarification on Grades
I know the difference between Semi-Skilled/Unskilled and Skilled, but clarify for me about the Grades they have, 1, 2 & 3...

HRA has nothing to do with minimum wages. HRA is an allowance normally calculated as 40% or 50% (metro) of Basic salary (Basic + DA) salary.
Minimum Wages and HRA
Minimum wages are fixed by the respective state government and vary from state to state. Minimum wages will be a combination of Basic + VDA (DA).
Attached are the minimum wages for some states which can provide you with some clarification.

I think this grade was applicable until December 2011. Please confirm the same. Suppose we have decided to pay Rs. 5500 per month and show the bifurcation as follows: Basic: 3500; HRA: 1500; Conveyance: 500.
Are we deducting PF on 3500 Basic? Then, as per the law, is it right or wrong? Please advise.

Kindly confirm if in West Bengal, both security and cleaning & sweeping services are included in the HRA as part of the Minimum Wages or if an additional 5% needs to be added to the Minimum Wages. Please send any related notifications regarding this matter.
