When I recently approached my previous employer for PF withdrawal, besides the PF withdrawal form, they also asked for an undertaking on a judicial stamp paper stating that I am not working anywhere.
According to them, one can withdraw PF only if they are not working or for other reasons such as marriage, loan, home construction, etc.
Please confirm ASAP.

You can withdraw the PF if it is really necessary for you. Your previous employer cannot ask for an undertaking on a stamp paper. You only have to mention in your PF withdrawal form as an unemployed individual.
Do this only if you are really in need of money because if you maintain a PF account for more than 10 years, then you are eligible for a pension.
Hope this answers your question.
Thanks,
