Can you tell if that is after-tax deduction?

Also, for example, the House Rent Allowance is $108,800. So, is that included automatically in my monthly salary or would it be the amount of bills I submit for reimbursement? What happens if my house rent is higher or lower? What happens to the difference?

is it right to say that 'Allowance' is a given as in it does not require bills where as 'reimbursement' is the max amount that will be given against bills?
