What are the functions under HR Department?

Hi,i have just joined a software firm and i need to know the various records that are to be maintained by HR Department it is a startup… could u please help

Can anybody tell me the format of HR dept Objective.I require it for HR manual.

Roles and responsibilty is given based on : the assesment on : qualification, exp, confidence level, initiative, maturity etc. before giving the R & R , manager unknowingly should asses his subordinates.
