Can you please guide me on implementing some non-financial HR initiatives? What can I implement as non-financial/low-budget HR initiatives in my organization?

The following can be done as HR initiatives:

1. Send greetings on his/her wedding/birthday.
2. Organize an in-house training program for employees.

Thanks for your suggestion. We are already doing activities like birthdays, open forums, employee of the month, Women's Day, and grievance/suggestion box.
