Can you all guide and advise me on what the requirements are for recruiting manpower for overseas locations like Dubai from India? Do I need any licenses from any department, or is there no such requirement?

You have to obtain a copy of a recognized recruitment agency's license and attach it with your company's demand letter and authorization letter. Then submit it to the foreign affairs for verification and attestation. After that, submit it to the Indian Embassy/consulate for attestation. Then you can send these documents to your agent to source and shortlist.
