can you all guide and advise me on what are the requirement for the recruitment of manpower for overseas like dubai, etc. from india?
if any licence is required from any dept or else there is no requirement?

You have to obtain a copy of recognized recruitment agency's license & attach with your company's demand letter and authorization letter then submit to the foriegn affairs to verify & attestation. After that submit to Indian Embassy/consulate for attestation. Then you can snd these documents to ur agent to source & shortlist.
