I would like to recommend the following:

1. Pre-check the process of the candidate before they come for the interview in terms of companies worked with, projects handled, etc.
2. You have considered the candidates referred by the job portal, which shows the candidate is already looking for a job. It may be worthwhile to consider passive candidates - those who are good but not looking for a job.
3. If you really wish to add value to the organization by being a talent spotter, create a database of talent by using a blog or holding a competition for people with relevant skills to showcase their expertise in a blog or a competition, etc.
