Transportation Facility To Employees

Hi,
Our company is planning to introduce the transportation facility for employees.
Is there any policy (or terms & conditions) for employees to use company transportation facility considering the related possible issues like; i.e., if bus reaches office late or if employee seats late due to any office work etc...
Also, presently we have flexi office time, do we need to change it to fixed office time

It is required to fixed shift shedule for employees to provide transport facility and must be needed fix transport policy approved by Facilty Admin and HR
