Starting an HR Department from Scratch: What Legal and Practical Steps Should I Consider?

vinodvikas16
I just joined a new small industry, and in this company, there is no HR department. Now, my company wants to start an HR department. Please advise me on what would be the legal and other requirements for starting such a department. What aspects should I bear in mind?

Dear Mr. Vinod,

Regarding the quarry:

Step 1: You should prepare the list of employees' particulars. According to the date of joining, you allot an employment number to them. It should be a statement managed in an Excel sheet, like serial number/employee number/name/designation/date of joining/father's name/number of years of previous service/educational qualifications, etc.

Step 2: Update all statutory records.

Step 3: If PF/ESI coverage is issued, provide declaration formats to each employee (in duplicate).

Step 4: Create an HR policy and submit it to your management.

They have given you a very big task, but you can take it up as a challenge. First of all, it is very important that you collect all data related to your employees and make a database. Now, that itself is very time-consuming. Making policies is not easy at all. Framing of policies must be done in consensus with the top management. You should be well aware of the labor laws too.

My suggestion is to conduct research about all the other companies in your sector and how they function. This will give you a fair idea of how to draft your company policies.

Hi Vinod,

What you can do is ask your company whether you can approach a consultant who could make the policy of your company in accordance with the labor laws. You can personally liaise with the consultant, and in this way, you will have a better understanding of how to start an HR department. Tomorrow, it should not be that you have missed out on something and the company blames you or finds fault with you.

Sandeep

Hi all,

I am a new member. I am doing a 2-month training in a telecommunications company, and they have asked me for amendments to their HR policies. In this company, the HR department has just been introduced. Can you please help me with your suggestions?
