2. Essential competencies required to carry out effective counseling.
3. Typical problems faced in the counseling process.
4. Any critical incidents that define the usefulness of counseling.

1. Stages or situations: when the employee's superior officer makes a bad report or adverse comment on his performance.
2. Competencies: Sympathy and excellent listening skills. Very good understanding of the systems and people manning them.
3. Problems faced: After counseling, people don't change.
4. Can't think of one at this time.
