How Do You Measure Training Effectiveness? Seeking Survey Insights for My HR Research

Hi, I am a student of HRM. I have chosen "measuring training effectiveness" as my research topic. I am interested in conducting a comparative study between the private and public sectors. Currently, I am in the process of developing the questions for the questionnaire as I plan to use a survey as my methodology. If anyone could share their questionnaires for reference, I would greatly appreciate it.

A typical training evaluation questionnaire will have the following divisions:

Admin related:
1. Venue
2. Timings
3. Length of sessions
4. Seating, etc.

Content related:
1. Relevance
2. Utility
3. Applicability in the current circumstance or future related.

Trainer related:
1. Delivery
2. Clarity
3. Use of audio-visuals
4. Ability to handle questions.

This would be the first level, i.e., Reaction level evaluation. The next level of evaluation is Learning of the participant. The third level of evaluation would be behavior, i.e., job behavior changes. The fourth level of evaluation would be Results, i.e., tangible benefits of the program. This is the Kirkpatrick's model of evaluation. The questions are, therefore, specific to the program covered.
