Confused About Tax Deduction on House Rent? Here's What You Need to Know

I am paying Rs. 15,000 for my apartment. I am getting an HRA of Rs. 12,000 from my employer. I am a public sector manager and staying in A1 city. Do we have to deduct the income tax at source for Rs. 15,000 to my house owner? The rent is for a house used for domestic purposes, not for commercial use. What is the limit of house rent without deducting the income tax at source.
