How Should We Express Condolences to Remote Employees? Is a Phone Call Enough?

I need your help with regard to the condolence letter. I want to know how condolences are expressed in an organization to an employee who works in a different area than the headquarters (HO). Also, please guide me on whether a mere phone call is enough to express your condolences. I am confused; please help me.
