Starting from Scratch: How Do You Implement HR Policies in a Company with None?

Can anybody please tell me how to implement HR policies and practices where there were no HR policies before? The company is about to start implementing HR procedures. Can anyone help me by answering the following questions:

- How do I start implementing HR policies?
- What all things come under HR policies?
