the activities of personnel and HR are very wide. for that matter the HR has no boundaries at all. what ever you do for the people, for the welfare of the people, it becomes HR. whereever people exist, HR exist.

as far as an organisation is concerned, the personnel activities consists of some traditional activities related to employees. they are

maintenance of attendance
time office
overtime
maintenance of personnel files
welfare functions like, canteen, supply of uniforms, shoes, etc,
statutory duties like remittance of ESI, PF, professional tax,
factory liason activities like half yearly returns, annual returns, list of holidays, labour welfare fund, pressure vessels testing, hoists and lifts testing, building statility certificate, crane certificates,
factory license and renewals, plan approvals, registration.
maintenance of statutory registers,
fist aid boxes, first aid centers etc., and so on.

HR functions includes.
recruitment and selection
training and development
performance appraisal
employee retention
absenteeism montoring and control
exit interviews
hr polices and procedures
succession planning
system strealining
budgeting and so on
