New to HR Strategy: What Steps Should I Take to Develop One for My Organization?

I am a newcomer to this site, but I find it very useful. I've gained more knowledge of the HR field through your discussions and shared documents. Thank you all!

I am an HR officer of a newly set-up international organization and am in charge of formulating the HR strategy for my organization. However, I don't know how to proceed. What steps and approaches should I follow to develop an HR strategy? I tried to search on Google for the definition of an HR strategy, and it varies.

I would be very grateful if you could share your thoughts and experiences in this area!

I am also in the same situation as my IT company wants me to do HR planning, as I am new to it. We have around 30 employees but are looking for more recruits.

I hope that others, especially those who used to be involved in setting up HR strategy for their organizations, would share their ideas and experiences in this area. I am still confused and do not know how to start. My boss has asked me to write a proposal for an HR strategy to be submitted to him and the executive board. I assume that I would need to consult with different levels of managers within the organization to gather ideas on the areas needed to be covered in the HR strategy. However, I am still wondering if there is any other way to approach this. Does anyone here have a sample of a practical HR strategy that can be shared?

My organization currently has only 25 staff members (half of whom are expatriates), and the number of staff will increase to 80 by the end of this year...

By the way, I'd like to share with you some steps for HR strategy that I read on a website, although I find it difficult to follow in practice.
