Hi,

The Welfare Officer is the statutory appointment to be made under the Factories Act, 1948, if the number of employees is more than 1000. Furthermore, if there are more than 500 female employees, a lady Welfare Officer has to be appointed. The educational qualifications and conditions for the Welfare Officer are available in the State Factory Rules.

Generally, for a Welfare Officer, one should have an MSW/MA in Social Work/MBA with a specialization in Personnel Management. For further details, you can refer to the State Factory Rules of the respective states.

Yes, friend, it should be clear that along with the prescribed qualification, a welfare officer has to attend the State Chief Inspector of Factories for a viva-voce test. In this test, they want to see the knowledge of the regional language, i.e., for Bengal, a welfare officer should know the Bengali language (speak/write/read). They also test the knowledge of labor and welfare laws. There is a slab for recruiting welfare officers in an organization, and in West Bengal, as far as my knowledge goes, it is 01 for 500 to 1000 employees. I myself completed DSW (Diploma in Social Welfare) from Calcutta University in 1999 and started my career as a welfare officer and am presently working as Manager (HR). Thanks to all. rrtpan

According to the Fact Act of 1948, every company employing 500 or more workers must appoint one welfare officer and an additional welfare officer if the number exceeds 1000 workers. The welfare officer should have the requisite qualifications in personnel management and industrial relations (such as a PG diploma in PM and IR) with relevant experience. In government undertakings, there is an examination to be cleared, but in the case of private companies, it's the same as a normal interview process. I also heard that the welfare officer has to be registered with the Fact Inspection Office.

Eligibility Test for Labour Welfare Office

In continuation of the above discussions, I have a question. I have:
- Completed my MBA in HRM from Sikkim Manipal University (Correspondence) in the 2007-2009 sessions.
- Completed PGDPMLWHR (Post Graduate Diploma in Personnel Management and Industrial Relations) from Himachal University, Shimla, in the 2010-2011 session (correspondence).

I want to know, being a citizen of Haryana state, where I have to apply for the eligibility test for the Labour Welfare Office. Please suggest.
