I am preparing a proposal to the board of directors to approve staff salary increments for this year at a scale of 10% across the board, i.e., management and staff. I need help and guidelines on how the proposal should look. Anyone who has had a similar experience or expertise, please assist. It's very urgent.

I'm preparing a proposal for my managing director on how to conduct a salary review for all staff. No appraisals have been done yet, and there is no salary scale. Please, I need advice as soon as possible. I appreciate your comments.
