In the area of HR Freelancing, to my mind, the scope might just be limited unless you become a Consultant.
However, some things you could consider might include, but are not limited to, the following:
1. Facilitating/Presentations/Resource Person - whenever there are In-House Courses, you could anchor at a fee or even carry out research for your clients.
2. Another option could be Recruiting for Clients - screening, carrying out tests, conducting interviews, and creating a database for future requests.
3. Arbitration - this is becoming popular in the workplace. In fact, third parties are often advised to serve as arbiters in conflict resolutions, especially those between co-workers and employees versus employers.
You could consider registering with the appropriate institute to qualify for this type of task/assignment as an HR Practitioner.
4. You could also engage in policy formulation - Human Resources-related documentation, employee policy manuals/handbooks customized to suit your different clients/markets. Internally, you can brief on who will implement such policies.
These are the issues that readily come to mind that I believe you could pursue as a Freelance HR Practitioner.
