HR Audit Checklist - that would quickly identify the weaknesses of an organization that is within the United States?

Taking over an HR. department for a company that has never had one is overwhelming. Does anyone have an audit checklist that would quickly identify the weaknesses of an organization that is within the United States? Thank you in advance for any resources someone might have.
