Overwhelmed Taking Over HR? Seeking a Quick Audit Checklist for U.S. Companies

Taking over an HR department for a company that has never had one is overwhelming. Does anyone have an audit checklist that would quickly identify the weaknesses of an organization within the United States? Thank you in advance for any resources someone might have.

Can anybody give me an audit checklist or questionnaire on the Drugs and Cosmetics Act, Drugs Price Control Order relating to bulk drugs, and the Foods and Drugs Adulteration Act?
