Expanding Our Bank: How Do We Create an Effective Manpower Plan for New Branches?

We are planning to open 4 new branches next fiscal year, starting with the 2 coming up in the 1st quarter. I need help in designing the Manpower Plan. Specifically, Manpower Planning should cover points such as Role, Open Positions, Sources, and any other aspects that may have been missed.

Please add any additional information if necessary.

Also, I need assistance on how to compute the Cost Factor in the hiring plan.
