Skill Gap Analysis: Can Someone Explain How to Calculate It Effectively?

I am doing my project on skill gap analysis. Could anyone explain to me how to go about the analysis part? How is the skill gap calculated?

Did you define the inventories of skills in your organization and roadmap to fill up those identified skills gaps? Did you apply the same levels of skills and the same definitions for each skill for different levels of jobs?

These words are misleading skills gap, but scientific projects require a scientific approach and methodologies in application.
