I don't know about TORC, but we can go for competency-based recruitment or behavioral interviews.

TORC: Trait of Reference Check...

Here, we use this technique while we are interviewing a person and ask him about the references he had mentioned. Hope you got my point.

It is actually the first time that I heard of TORC, but I guess the logic behind it is that how we perceive others can give the interviewer an idea of what our personality is like.

Other methods for recruitment include dimension-based recruitment, which I think is somewhat similar to competency-based recruitment. Other companies include the use of group dynamics in their sourcing for the right candidate.
