For obtaining a labor license, you need to consider two aspects:

1. Identify the appropriate government authority governing the establishment where your company operates.

2. If the establishment falls under Central Rules, then a workforce of 20 or more workmen is required for the license. However, if it falls under State Rules, the criteria for the number of contract laborers necessary to obtain the labor license, as per State Rules, must be adhered to. Otherwise, Central Rules will apply.
