Ideal Training Hours Per Month/per Annum

What should be the Ideal Training hours per employee per month/annum?
What are the pros n cons of Over Training?

Depends upon manpower capability vs. work expectations. For example, fresher are trained initially for full time and later need to be upgraded as per requirement.
Over Training will definitely be effecting work. Control it.

for a Manager having almost 10 yrs experience, what should be appropriate training hrs per month, by the means of which his efficiency is improved.

As I wrote earlier also it depends upon manpower capability and work expectations. Thus it need to be evaluated during the appraisal review.
Meanwhile, can you tell the job responsibilities of the said Manager.
