HR Score Card Template / Format

Dear All
Implementing Balance Score Card in our organization. As a part of this, need to design a HR Score Card. Have been trying to download some stuff from this site but am unable to do so .Request you to share since I am suer some of you might have implemented this in their organizations.

I am new in this area of BSC. partialy because im am working in a government facility and they are not recognised as efficent one. About a year ago one of mine superiors started the BSC talks with norwegian colleagues from norwegian MoD.
Since I am HR manager my primar interest is in HR and BSC. Must say that I was impressed with idea of BSC.
There is a lot of material that is possible to use on this site. I would like to thank You all on that.
If there is any questions for me just fire !
