New to HR & Admin? Need Help Understanding and Creating an X-Matrix in a Week?

What is an X-matrix? Can anybody send me the X-matrix for the HR & Admin department? I am new in this field, and my boss has given me a week to prepare this.

X-Matrix

The X-matrix is the tool available for successfully implementing Policy Deployment in a meaningful and simple way as part of a Lean conversion. The X-matrix is useful for comparing two pairs of complementary lists, with each pair occupying diagonally opposite lists (as they have nothing in common and need not be compared).
