Non-voice BPO In Rajasthan

I have an Experience of around 7 years and am interested in opening a Non-voice BPO in Rajasthan? How can i start a non-voice BPO in Rajasthan? What is the procedure ? I would like to go for a Banking related project or Legal Process Outsourcing. Can anyone plz help me with the same ? Also, if some one can get me the right contacts to acquire the projects. I am currently in Pune but have my family in Rajasthan.
