You need to be clear when you say the best candidate. Be clear about the skill sets you need. There was a time when call centers were recruiting MBAs and BEs. Now it is well known that creative and dynamic people with professional qualifications will not stick to call center jobs as the jobs become monotonous and not challenging. So try to recruit undergrads with good language skills, listening skills, and train them to become the best for your organization.

Neutral accent, patience, and a willingness to care for customers are some of the skills you need to look for. So don't look at academic high fliers to stick around in these jobs.

There is a problem with your promoters' knowledge about management professionals. If you recruit freshers as managers, this is going to happen. How long will you work like a parasite on this forum? You have to exert yourself and bring knowledge into practice, whatever you have learned in B-schools. Recruiting and interviewing good candidates require experience, which you don't have – that's the problem area. You just follow a simple rule: go to job sites, advertise in the relevant sector, shortlist candidates, and present them to the technical head. You may be designated as a manager, but you perform just like a head clerk job in the HR department.
