First of all you should mention the type of organisation and what is the present situation about HR.

i have to headstart everything from the scracth...
HR policies, manuals, performance evaluation, everything including job descriptions...

Leave Policy - CL, EL, SL - According to statutory
Travel policy
Reimbursement policy
recruitment policy
staff training and development policy etc.,,
