Designing an HR Induction Test: How Do You Assess Knowledge and Practical Skills?

I am designing a basic induction test to determine the aptitude and knowledge level for new recruits in the HR department. The objective of the test is to measure the candidates' theoretical knowledge related to HR and assess their ability to apply key concepts in practical situations. I would appreciate if I could receive some tips and any existing tests if possible.
