Understanding Earned Leave Rules in AP: How Does It Work for New Employees?

Can someone please explain to me about Earned leave as per AP Shops and Establishment Act?

As far as my knowledge goes, an employee can avail 15 days of EL only after completion of a year. Suppose EL's are calculated from Jan to Dec in the organization, and an employee joins in the month of Sept 2006, will he be eligible for leaves only after Sept 2007? In that case, how many leaves will he have till Dec 2007, and how would the leaves be calculated? Will he have 19 days to his credit as of Dec 2007? From Jan 2008 to Dec 2008, will it be 1.25 days per month? How many days of leave can he take during the year 2008?

Please clarify.

The query does not need any answer as it is self-explanatory. It is after one year of service that a person is eligible for the same. Now, for an employee joining in the month of September of any year, their entitlement to such leave will start after 1 year. Their leave will be calculated from the month of September and not from the month of January. Leave cannot be carried over to the next year.
