How to Draft an Appointment Letter with a Three-Year Bond and Salary Retention?

I need help in preparing an appointment letter that states the candidate is under a bond for three years. During these three years, a small portion of their salary will be retained by the company, which will be reimbursed after the bond period.

This is my first time using this site, and I am hoping you could help me write a letter stating that our agency will impose a bond fee for applicants who have been accepted but later withdraw from the job offer.
