Suggestion Schemes

Hello everyone,
We have an HR meeting in a day or two, wherein we(HR people) have to give our views about the implementation of Suggestion SChemes. Ours is a manufacturing company & almost all are ENgineers.
Can anyone suggest me how to proceed for it? Like earlier we have put up a suggestion box for employee suggestion but in vain coz till date only 1 suggestion letter has been received through it. :(
So this time i wanna make it an effective one, need your valuable viewpoints & help .

Hey Dear,
Can anybody guide me with the employee suggestion programs that can be implemented in a production company handling with ample labour and few staff memebers of each department. I am looking the best program which can be implemented for best outputs.
