Need Help Crafting a Comprehensive HR Manual for Our Hospital Staff – Any Suggestions?

I am working as a personnel officer in an organization under the health sector. I have been asked to prepare an HR manual for our organization. I would like to create a detailed and structured HR manual with contents relevant to the staff working in the hospital sector.
