Are Private Companies Required to Notify Vacancies? Seeking Clarity on Employment Exchange Rules

I am reading through the "Employment Exchange Act" and the Rules formed thereunder. There are three classes of establishments defined in the Act.

1. Clause (f) in Section 2 defines "establishment in the public sector." I take it as PSUs.

2. Clause (g) defines "establishment in the private sector." Here, it is noted that it is an establishment in which ordinarily 25 or more people are employed.

3. Clause (e) defines "establishment." I guess this encompasses all entities having employees would come under this definition.

Section 4 and Section 5 cast responsibility for notifying vacancies and filing returns. Sub-section (1) makes it mandatory for the PSUs. However, subsection (2) notes that it can be made applicable to a class/category of private sector establishment/establishment through notification.

So, unless a notification is issued, this responsibility doesn't come to private companies. I tried searching for any notifications issued, if any, through https://www.indiacode.nic.in/. But cannot find any. Given this background, my questions are:

A. Are you aware of any notifications issued in this regard?

B. If no notification exists, I believe notifying vacancies and filing returns are not applicable for the private sector. Is that correct?

C. What is the method, apart from the indiacode website, through which I can search for notifications issued without any subscription?
