In the absence of the occupier, who is responsible for signing the statutory documents?

In situations where the occupier is not available, who should take on the responsibility of signing the necessary statutory documents?

Generally, there is an occupier and a manager. When the occupier is unable to sign the documents, the manager can sign them.
