As per Tamil Nadu G.O.Ms. No.150, Lab. & Emp. (M-11), dated 14.7.1993, and under Rule 11(3) of Chapter-I of the Tamil Nadu Factories Rules, 1950:
Exemption from License Renewal Fee
If the Joint Director of Industrial Safety and Health (Deputy Chief Inspector of Factories) is satisfied that a factory has not operated even a single day during the period of non-renewal (i.e., the years 2023 and 2024), may he grant an exemption to the occupier of the factory from paying the license renewal fee, along with thirty percent of the additional fee for the non-renewal period of the years 2023 and 2024.

Application for New License
If the Joint Director of Industrial Safety and Health (Deputy Chief Inspector of Factories) is not satisfied that a factory has not operated even a single day during the period of non-renewal (i.e., the years 2023 and 2024), may the occupier of the factory apply for a new license for the year 2025 to avoid paying the license renewal fee, along with thirty percent of the additional fee for the non-renewal period (i.e., the years 2023 and 2024).
Renewal Application Process
An application (Form No.2) for renewal shall be received in the office of the Joint Director of Industrial Safety and Health (Deputy Chief Inspector of Factories) not less than two months before the license expiry date (31-Dec-2022). If the application (Form No.2) for renewal is not received within the specified time, the license will only be renewed upon payment of an additional fee.
In our case, if the Joint Director of Industrial Safety and Health (Deputy Chief Inspector of Factories) does not grant an exemption to the occupier of the factory from paying the license renewal fee, along with thirty percent of the additional fee for the non-renewal period (i.e., the years 2023 and 2024), may the occupier of the factory apply for a new license for the year 2025 to avoid paying the license renewal fee, along with thirty percent of the additional fee for the non-renewal period (i.e., the years 2023 and 2024).
Also, we have searched for Tamil Nadu G.O.Ms. No.150, Lab. & Emp. (M-11), dated 14.7.1993, online, but were unable to find it. We kindly request you to please share this G.O.
