New HR Executive in Need of Guidance: How Do I Create a Personnel Manual Without an HR Manager?

I am a new HR Executive in a new instant coffee manufacturing company. I need to prepare a Personnel manual. We don't have any HR manager to guide.

I am an HR fresher who has joined an instant coffee manufacturing company. It is a new environment, and I am located in the Head office rather than the factory. Currently, there is no HR personnel available to guide me on how to start my work, especially in terms of handling personnel data and manual preparation.
