ESIC Backdated Contributions: How to Handle Unexpected Payment Notices from 2019?

Please be advised that ESIC became applicable to the location on 1 Jan 2023 in Kullu, Himachal Pradesh. Prior to this, there was no ESIC facility at that particular location, so we had purchased a workers' compensation policy for our employees. However, we have recently received a notification stating that we are required to make contributions from 2019 as someone within our company registered for ESIC, even though ESIC was not applicable at that time.
