Is It Legal to Start a New Course While Clearing Graduation Backlogs? Seeking Advice!

I was enrolled in my graduation course in 2014. It was a 3-year degree course. I was supposed to graduate in 2017. However, I couldn't pass the final year theory papers in 2017, but I did pass my practical papers that year. I reappeared the following year in 2018 and passed my theory paper as a repeater. In the meantime, I enrolled in a D.El.Ed course in 2017 based on the higher secondary qualification that I obtained in 2019. Is this illegal?

I don't know what a D.El.Ed course is. But to enroll in any degree program, you need a TC (Transfer Certificate) from the last institution. Your TC from the Higher Secondary School should have been submitted to the college when you joined. You will receive a TC from the college only upon leaving. This TC will indicate your enrollment from 2014 to 2017, which can be used for enrolling in another course. Passing the degree course is not required, but the new course of study should not run parallel to your current enrollment. Additionally, you cannot enroll in a degree or PG program without a TC. However, for diploma or certificate programs, no TC is needed, and you can pursue them alongside a degree program.

Please note that some universities may allow enrollment without a TC. I am uncertain if these universities are accredited by recognized agencies like UGC/AICTE/AIU.
