Advance salary policy - What things can we keep in mind while approving such requests?

I have a new joiner, a mid-level employee. It's just two days, and he submitted an advance salary request mentioning financial issues at home. What things can we keep in mind while approving such requests?

You should have a policy of a minimum service of at least six months or a minimum period of probation for granting a salary advance. Even for confirmed employees, if the salary is credited on the 1st of every month, then any salary advance made fifteen days after that should not be permitted. A request for an advance from a newly joined employee to meet family issues cannot be entertained. This is because we do not know his family issues, and there is no chance that he should have shared it with any other employees, nor would any other employee know the genuineness of the request. It may also happen that after receiving an advance, his next request would be for a few days off to resolve the issues in his family. This could lead to many problems, and we cannot even predict whether he will return. Therefore, I would advise not to entertain any salary advance before the employee has been confirmed in service.
