Every employee is entitled to vote, for which a paid holiday should be given to all employees. There are a few aspects to be noted. It's obvious that there are "essential workers" who are called to work on 'election day' as well. By all means, they should be facilitated to vote by adjusting their shift timings. However, it's not always possible.
For example, running staff of public utilities such as railways, airways, transport, hospitals, fire services, security, etc., may not have the practicality of voting in their registered constituencies. They are also not eligible to cast postal ballots. In such a situation, they have to be compensated. There's no other option.
