'A' is an NGO working for corporate & PSU for their CSR activities. Recently A got a contract from Govt to build a school & A has awarded the contract to company 'B', which is specialised in construction. Here Govt is just funding to NGO 'A' & subsequently A is just giving money to company 'B' to carry out constitution work to build a school. Company B is engaging daily labourers whose work is not regular in nature & daily workers are also not the same every day. Now labour authority is asking NGO A to obtain CLRA regd as a principal employer & issue Form-V to company B. In this case kindly advise me whether NGO 'A' needs to obtain CLRA regd or company B will apply for CLRA regd?
