There is no 'structure' for stipends. Whatever is payable should be consolidated. I understand that there is no separate stipend prescribed for postgraduates, but the stipend applicable to graduate apprentices should also be given to postgraduate apprentices. The minimum stipend for graduate apprentices is Rs 9000 per month. Stipends should be paid without any deduction towards ESI, PF, or for not attending training due to the reason that the establishment was closed due to a holiday.
The above relates to apprentices engaged following the Apprentice Act 1961 and not to any other trainees. Trainees other than apprentices, whether under designated trade or optional trades, shall be paid a salary not below the statutory minimum wages notified by the government. This would attract contributions to ESI, PF, etc., and the period of training would qualify for all terminal benefits such as Gratuity.
