If you want to implement issuing of offer letter process then in consultation with the Management you may start issuing offer letter for new joinees. Issue of offer letter is not mandatory. Many Companies use to issue Appointment Order directly on the day of joining. Most of the time candidates are using offer letter as a trump card to get further more better offer and joins other Company after accepting offer letter.
