Establishment has an office in Mumbai but all the labourers are from Gujarat - LABOUR WELFARE FUND registration?

I have a question regarding the Labour Welfare Fund.

One establishment has an office in Mumbai, and both PF & ESI registrations are from Mumbai. Their main activities are from Gujarat; basically, they provide services in repairs and maintenance of roads and other construction works to the big private companies/plants, not for the Government. All the laborers are from Gujarat.

My question is, where to register the Labour Welfare Fund? All payments to laborers are done from Mumbai; the company doesn't have any address in Gujarat.

As per Gujarat Labour Welfare Fund rules, you have to register in Gujarat.

Furthermore, since you do not have an office available in Gujarat, there may be consequences. In this regard, you should directly contact the department head concerned.
